1. What is the Automated Billing and Payment Processing?
Delaware Valley University introduced TouchNet, an electronic system for all students to view their bills, print their bills and make payments online in May 2014. Through the TouchNet system, an email will be automatically sent to each student's official Delaware Valley University email address and any authorized user email address every time a new statement is ready.
2. What company has Delaware Valley University partnered with to provide this service?
TouchNet is providing the hosted automatic billing and payment processing service. Our contract with them ensures that the processes are compliant with the Family Educational Rights and Privacy Act (FERPA) and the Gramm-Leach-Bliley (GLB) Act.
3. Is TouchNet's website secure?
Delaware Valley University believes that security is a very important factor in providing automated billing and payment processing services. The technical architecture/security of the TouchNet service uses intrusion detection and firewall systems to protect the network.
4. Are the Delaware Valley University eBills accessible to visually impaired students?
The Delaware Valley University electronic bill is ADA (American Disability Act) compliant and is accessible to students with disabilities.
5. How can I make a payment online?
‘Make A Payment' is a feature in TouchNet. Checking and savings account information from a bank within the United States can be entered at the website and payments will be transferred electronically to Delaware Valley University. You will have the option to have the site retain your bank account information or you may enter it each time you makepayment.
6. Can I pay my bill with a credit card?
Delaware Valley University does accept credit card payments for payment of student accounts ONLY via our online service. The university will accept MasterCard, American Express, Discover, Diners Club International, JCB, CUP, BC Card, DinaCard, & Visa through the online service. Credit card payments will have a PayPath Service fee of 2.85% (minimum of $3.00) added to the payment amount. DelVal does not receive any portion of the service fee.
7. I do not feel comfortable paying my bill online. What other payment methods are available?
Paying electronically is the preferred bill payment method but it is optional. You may send payment by mail or pay in person at the Office of the Bursar. To send a check or money order through the mail, please print a copy of the PDF bill and mail it with the payment. Make the check payable to:

8. I have no bank account. How do I pay my bill?
You can pay your eBill by either paying via credit card, or by printing a copy of the PDF bill and sending the form with your check or money order (payable to Delaware Valley University) with your student ID number printed clearly on the front of the check or money order to:

10. How do students log in and view their bills?
Students will receive a monthly email notification with a link to the TouchNet website where their Delaware Valley University LogIn ID and password are used for authentication. The link is also available through MyDelVal. Upon login, students can view the bill, set up and store bank account information, pay the bill electronically, and print paper copies.
11. How can my parents/authorized user log in and view the bill?
Individuals other than the student may have the ability to view the bill as an authorized payer. Students must set up authorized users in the TouchNet system.Please note that setting up an authorized user does not take the place of theFERPA waiver. The FERPA waiver must be completed and submitted to the bursar's office in order to grant us permission to speak with anyone but the student.
12. How can my parents/authorized user pay the bill?
Once the authorized user is established they can make payments through the "Make Payment" feature on the TouchNet system. Credit card, checking and saving account information from a bank within the United States can be entered at the TouchNet website and payments will be transferred electronically to Delaware Valley University. You will have the option to have the site retain your bank account information or you may enter it each time you make an online payment.
No one else will be able to view a payee's confidential account information, not even the student. In the interest of security and privacy, each authorized user is assigned a separate login to access their account and payment history.
Authorized users can also print the bill and send a check or money order through the mail (payable to Delaware Valley University, with the Student ID (or Accountholder) number printed clearly on the front of the check) to:

13. What happens if my payment is returned?
When a payment is returned for any reason, DelVal will charge a $50 fee to the student account, place a hold, and terminate the student's payment plan, if applicable. If the student is registered for a future term, a returned payment may also result in the loss of future academic registration.
